[ # ] ¿Dark Waters?

I have heard that Bilbao and the municipalities of the Greater Bilbao conurbation will, this days, start irrigating the gardens with non potable water. The problem is the low level of water in our swamps. Spain held a crisis in July – August 2006. We, the Basques, with a different cycles, have the crisis now. And I ask me not if it is good or not irrigating with that water. I ask myself why was it not decided before.
